Suspending an account and deleting it are very different moves in Google Workspace, since deletion takes the mailbox and files with it. Floowed suspends by default and leaves deletion behind a person's approval, after the Drive transfer has finished. Group membership is usually where access really lives, so an offboarding case checks groups as carefully as the account itself.
